MARINE PROTECTED AREAS (MPA) ON SEATTLE SHORELINES -- RULE ACTION:
Mary Lou Mill presented proposed rule proposals and permanent amendments to:

- Amendments to WAC 220-20-100, General provisions--Marine protected areas;
- WAC 220-16-820, Golden Gardens Marine Preserve;
- WAC 220-16-830, Carkeek Park Marine Preserve;
- WAC 220-16-840, Lincoln Park Marine Preserve;
- WAC 220-16-850, Discovery Park Marine Preserve;
- WAC 220-16-860, Emma Schmitz Marine Preserve; and
- WAC 220-16-870, Richey Viewpoint Marine Preserve.

These rule proposals would create marine protected areas on six beaches owned by the City of Seattle. Department staff first brought the proposals forward to the Commission early last year for consideration. The Commission directed staff to conduct additional public meetings and communications with stakeholders, including producing information in multiple languages.

Following extended public outreach by Department staff in coordination with the Seattle City Parks Department, the city recently took action closing the areas in order to preserve public education opportunities on these beaches. Department staff requests adoption of the following rule changes via the expedited rulemaking process, which would provide consistency between the City's policy and Department rules.

Commissioner Shiosaki moved, seconded by Commissioner Roehl, to adopt:

- Amendments to WAC 220-20-100, General provisions--Marine protected areas;
- WAC 220-16-820, Golden Gardens Marine Preserve;
- WAC 220-16-830, Carkeek Park Marine Preserve;
- WAC 220-16-840, Lincoln Park Marine Preserve;
- WAC 220-16-850, Discovery Park Marine Preserve;
- WAC 220-16-860, Emma Schmitz Marine Preserve; and
- WAC 220-16-870, Richey Viewpoint Marine Preserve.

The motion carried unanimously.

2005-2007 OPERATING BUDGET STATUS -- BRIEFING:
Jim Lux briefed the Commission on the current status of the Department's biennial budget request as it moves through the legislative process.

GENERAL DISCUSSION:
Commissioners and Director Koenings discussed recent activities and items of interest.
