2001 TRIPLOID TROUT DISTRIBUTION:

Dave Brittell and Bob Gibbons presented the Department's request for Commission approval of the proposed 2001 list of lakes and stocking numbers for triploid (trophy) trout.

Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to approve the proposed 2001 triploid trout distribution list. The motion carried unanimously. (Commissioner Roehl was absent during discussion and vote on the motion.)

DRAFT PROPOSED LAND TRANSACTION -- BRIEFING:

Dave Brittell, Dan Budd, and Colleen Warren briefed the Commission on a draft proposal for future Commission consideration of approval to acquire four conservation easements on the Trust for Public Lands/Arrowleaf property in Okanogan County. The purpose of these conservation easements is the protection of critical spawning grounds for salmonid species and mule deer migratory corridors. There are a number of conditions and restrictions that will preserve and protect the conservation values of the property, a number of which are still in the development stage.

The Commission will hold a conference call on December 27 to consider approval of acquiring the four conservation easements on the Trust for Public Lands/Arrowleaf property in Okanogan County.

COMMISSION REQUEST TO THE DEPARTMENT:

Commissioner Reynolds briefed the Commission on the "custom and culture" ordinances adopted by Whitman and other counties.

Commissioner Van Gytenbeek moved, seconded by Commissioner Shiosaki, to approve sending the proposed letter to the Board of County Commissioners of Whitman County regarding their ordinance entitled "Coordinating County, Federal, and State Government Actions Affecting Land and Natural Resource Use in Whitman County." The motion carried unanimously. (Commissioners Roehl and Tuck were absent during discussion and vote on the motion.)

Deputy Director Peck will have Josh Weiss make some calls to find out from other government agencies what their perspectives are on these ordinances.

Commissioner Reynolds moved, seconded by Commissioner Van Gytenbeek, to request the Commission receive the following briefings in Executive Session at the February 9-10, 2001 meeting: (1) Attorney General's Office briefing on the "custom and culture" ordinances adopted by some counties; and (2) Commission's Governmental Relations Committee briefing on the results of its discussions with representatives from other state agencies, what counties have adopted such ordinances, determining their impact, and coordination of a response. The motion carried unanimously. (Commissioners Roehl and Tuck were absent during discussion and vote on the motion.)

MISCELLANEOUS:

The Commissioners and Deputy Director Peck discussed recent activities and items of interest.

The Department will brief the Commission at its February 9-10, 2001 meeting concerning possible revisions to the Department's Lake Rehabilitation Policy and the use of rotenone.

-Motion by Van Gytenbeek, second by Tuck, to approve the proposed 2001 triploid trout distribution list. The motion carried unanimously.*
