CONFERENCE CALL December 30, 1999 - 10:00 a.m. Olympia, Washington ATTENDANCE: Commission Department Kelly White, Chairman Larry Peck, Deputy Director Russ Cahill, Vice Chairman Bruce Crawford Will Roehl Other Department Staff Lisa Pelly Fred Shiosaki Public: Bob Tuck Mark Cedergreen Van Van Gytenbeek Ed Owens Commission Staff: Larry Giese Debbie Nelson Tony Wells Bruce Crawford presented the Department's recommendation of adoption of an emergency rule to establish a fee of $6.00 for the two-day combination temporary fishing and shellfish license rather than the $9.00 fee established by the Commission at the December 10, 1999 meeting. Considerable concern has been expressed by the charter boat industry subsequent to the December 10 Commission meeting that the fee set by the Commission will be a hardship and that the public was not given adequate notice regarding an increase in the proposed fee. Four individuals provided oral testimony on the rule proposal during the conference call. Commissioner Roehl moved, seconded by Commissioner Cahill, to adopt WAC 220-55-17000A, Reduced Rate Combination Temporary Fishing and Shellfish License. The motion carried unanimously. The Commission will consider adoption of a similar permanent rule at the April 2000 meeting. Deputy Director Peck indicated that the Department will review its license fee structure by summer 2000. Commissioner Pelly requested the Department also compile information on other states' fee structures.
