Vice Chairman Cahill called the workshop to order at 12:30 p.m. and introduced the newest member of the Commission, Dawn Reynolds, from Pullman.

COMMISSIONERS' DISCUSSION:

Commissioners discussed recent activities and items of general interest and provided status reports on Commission committees.

Commissioner Van Gytenbeek suggested the Department consider developing other pilot programs similar to "Eyes in the Woods," such as "Eyes on the Waters" and "Marine Patrol."

DIRECTOR'S REPORT:

Director Koenings reviewed significant Department issues and activities.

BUDGET UPDATE:

Deputy Director Peck provided a status report on the Department's current biennial budget.

PROPOSED LAND TRANSACTION:

Dan Budd presented the Department's request for approval of the acquisition of one property together with a conservation easement.

Commissioner Pelly moved, seconded by Commissioner Shiosaki, to approve acquisition of the fee simple estate of a 31.03-acre parcel and the purchase of a conservation easement on a 55.22-ace parcel of the Garrity property in Okanogan County for $530,000. The motion carried unanimously.

INVITED INFORMAL DISCUSSION:

The Commission met with the following individuals for an informal discussion on topics of their choosing:

- Pierre Marchand, Jessie's Ilwaco Fish Company; Heather Munro, West Coast Seafood Processors Association; and Ed Owens requested the Department establish an experimental fishery for sardine, mackerel, and squid.

- Rob Kavanaugh requested the Department begin recovery efforts for mountain quail in the Snake River basin.

Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to request that the Department present at the February 4-5 Commission meeting a briefing on the advisability of establishing an experimental fishery for sardine, mackerel and squid. The motion carried unanimously.

Commissioner Tuck moved, seconded by Commissioner Reynolds, to request that the Department present at the March 17-18 Commission workshop a briefing on the status of mountain quail in the Snake River Basin and where/how management actions fit within other Department priorities. The briefing should include a summary of what other states are doing toward recovery of the population. The motion carried unanimously.

2000 NORTH OF FALCON POLICY -- BRIEFING:

Pat Pattillo and Steve Keller provided an update on the status of development of the 2000 North of Falcon Policy. The Commission will consider adoption of the proposed Policy at the February 4-5, 2000 Commission meeting in Anacortes.

MODIFIED DELEGATION OF AUTHORITY TO DIRECTOR FOR PERMANENT FISHERY RULE MAKING FOR OCEAN WATERS INSIDE 3 MILES AND THE OUTER STRAIT OF JUAN DE FUCA -- BRIEFING:

Brian Culver briefed the Commission on a proposal to extend the delegation of authority currently granted to the Director in the federal Exclusive Economic Zone (EEZ) to include Washington marine waters westerly of the Sekiu River mouth. This modified delegation would further ensure that rules passed by the State of Washington are consistent with those passed by the Pacific Marine Fishery Management Council and Department of Commerce in the EEZ.

The Commission will consider extending the delegation of authority at the February 4-5, 2000 Commission meeting in Anacortes.

REPORT TO LEGISLATURE ON PUGET SOUND SHRIMP LIMITED ENTRY -- BRIEFING:

Morris Barker provided the Commission with a brief summary of highlights of the Department's recently completed report to the legislature on Puget Sound shrimp limited entry.

STEELHEAD ESCAPEMENT GOALS -- BRIEFING:

Bob Gibbons briefed the Commission on the history and methodologies used to establish escapement goals for the north coast of the Olympic Peninsula and Puget Sound steelhead stocks. Information was also provided to give the Commission a perspective on steelhead management to allow them to better evaluate the north coast steelhead regulation proposals scheduled to be considered for adoption by the Commission at its February 4-5, 2000 meeting in Anacortes.

Conservation of wild steelhead is the first priority. Escapement goals are based on best science and consistent with the Wild Salmonid Policy. The north coast steelhead proposals are opportunity, not conservation issues. The proposals cover conservation needs and provide a balanced diversity of opportunity.

COLUMBIA RIVER DREDGING AND CHANNEL DEEPENING PROJECT UPDATE:

Rich Costello, Department; Carol Jolly, Governor's Office; and Maria Peeler, DNR, provided a status report on the Columbia River dredging and channel deepening project.

As requested by the Commission, Department staff will provide at the February 4-5, 2000 Commission meeting a status report on the project. The Commission will then discuss what, if any, action would be appropriate for it to take at that time. The Department will send a letter to the Corps of Engineers inviting them to attend the meeting to make a short presentation and answer some of the Commission's project-related questions.

Commissioner Pelly moved, seconded by Commissioner Shiosaki, to approve the Minutes of the following:

- November 10, 1999 Commission conference call
- November 24, 1999 Commission conference call
- December 23, 1999 Commission conference call
- December 30, 1999 Commission conference call.

The motion carried unanimously.

COMMISSION REQUESTS TO THE DEPARTMENT:

The Commission reviewed the Summary of Commission Requests to the Department and considered future requests.

Commissioner Reynolds moved, seconded by Commissioner Pelly, to request that the Department present at the March 17-18, 2000 Commission workshop a briefing on the protection/immunity from prosecution that is available to private citizens who report fish and wildlife violations when those violations occur on private property; are these citizen informants liable to criminal trespass charges. The motion carried unanimously.

Vice Chairman Cahill adjourned the workshop at 5:50 p.m.
