Chair Ozment called the meeting to order at 8:35 a.m.
APPROVAL OF MINUTES:
Commissioner Roehl moved, seconded by Commissioner Wecker, to approve the minutes of the March 23-25, 2006, Commission special meeting. The motion carried unanimously.

Commissioner Roehl moved, seconded by Commissioner Mahnken, to approve the minutes of the April 21, 2006, Commission conference call. The motion carried unanimously.

COMMISSIONERS' DISCUSSION:
Commissioners discussed recent activities and items of general interest
and provided status reports on Commission committees.
DIRECTOR'S REPORT:
Director Koenings reviewed significant Department issues and activities.
BUDGET UPDATE:
Ron McQueen provided a status report on the Department's budget.

WASHINGTON INTERACTIVE LICENSING DATA BASE (WILD) PROJECT -- UPDATE:
Frank Hawley updated the Commission on the WILD project.
BUDGET CONCEPTS -- BRIEFING:
Ron McQueen and Don Bartlett briefed the Commission on:
- Proposed 2006 supplemental operating and capital budget concepts;
- Proposed 2007-09 operating budget concepts; and
- Proposed 2007-09 capital budget concepts.
COMMERCIAL GREEN STURGEON -- RULE ACTION:
Bob Gibbons and Brad James presented a proposed permanent rule amendment to WAC 220-20-020, General provisions--Lawful and unlawful acts--Food fish other than salmon, that would set the statewide maximum size limit allowed for retention of sturgeon in the commercial fishery at 60 inches.
No oral testimony on the proposed rule amendment was received during the meeting.
Commissioner Wecker moved, seconded by Commissioner Roehl, to adopt the permanent rule amendment to WAC 220-20-020, General provisions--Lawful and unlawful acts--Food fish other than salmon. The motion carried unanimously.
SPORT FISHING RULE CONSOLIDATION -- RULE ACTION:
Evan Jacoby presented permanent rule proposals that would consolidate sport fishing rule, except for fishing contests. This is a housekeeping measure for ease of locating rules within the WAC:
No oral testimony on the proposed rule amendment was received during the meeting.
Commissioner Solomon moved, seconded by Commissioner Roehl, to adopt:
- Amend WAC 220-56-100, Definitions--Personal-use fishing;
- WAC 220-56-107, Fishing hours;
- Amend WAC 220-56-175, Catch record cards;
- WAC 220-56-500, Game fish seasons;
- WAC 220-56-510, Game fish possession limits and size limits;
- Amend WAC 220-55-160, Free fishing weekend;
- Amend WAC 220-56-122, Statewide bait rules;
- Amend WAC 232-12-001, Definition of terms;
- Amend WAC 232-12-619, Permanent Washington statewide game fish rules; and
- Repeal WAC 232-12-144, Possession of live fish for bait while fishing.
The motion carried unanimously.
WildWatchCam PROJECT -- BRIEFING:
Chuck Gibilisco briefed the Commission on the WildWatchCam project.
HPA/FPA INTEGRATION -- UPDATE:
David Whipple, Michelle Stevie, and Sue Casey (Forest Practices, Washington Department of Natural Resources) updated the Commission on the findings for the first year of compliance monitoring of those forest practices involving the integrated Hydraulic Project Approval and Forest Practices Application rules.
STATE COMPREHENSIVE WILDLIFE CONSERVATION STRATEGY -- BRIEFING:
Rocky Beach and Chris Sato briefed the Commission on the State Comprehensive Wildlife Conservation Strategy, and provided an overview of the projected outline/timeline for its implementation over the next year.
LAND ACQUISITION REVIEW PROCESS -- BRIEFING:
Mark Quinn briefed the Commission on the new review process identifying and prioritizing land acquisitions.
PROPOSED LAND TRANSACTIONS -- ACTION:
Dan Budd presented various proposed land transactions for the Commission's consideration and approval.
No oral testimony on the proposed land transactions was received during the meeting.
Commissioner Roehl moved, seconded by Commissioner Shiosaki, to approve the following land transactions:
- Acquisition of the 30.01-acre Holcomb property in Okanogan County for $146,000;
- Acquisition of the 18.45-Sandal property in Okanogan County for $261,500;
- Acquisition of the 42.05-acre Sandine property in Okanogan County for $200,000;
- Acquisition of the 21.23-acre Andersen/Clausen property in Okanogan County for $109,000;
- Acquisition of the 81.7-acre Methow Conservancy property in Okanogan County for $435,000;
- Acquisition of the 84.01-acre Gavin property in Okanogan County for $185,000;
- Acceptance of transfer of 575 acres of Washington Department of Natural Resources Trust Land Transfer properties in Kittitas County;
- Acceptance of transfer of the 278.63-acre Eagle Island property from Clark County in Clark and Cowlitz counties;
- Acceptance of transfer of the 8.73-acre Jefferson Land Trust transfer properties in Jefferson County;
- Acquisition of the .95-acre Washington Department of Transportation property in Pierce County for $7,600; and
- Grant of easement across the Sinlahekin Wildlife Area in Okanogan County to a 4.39-acre private parcel of land.
The motion carried unanimously.
SCHOOL FIRE -- BRIEFING:
Mark Quinn, Doug Kuehn, and Shana Winegeart briefed the Commission on timber salvage logging, restoration activities in the most severely burned areas, weed control, and reconstruction of elk fence in the burned areas as a result of the School Fire in August 2005.
INVASIVE SPECIES -- BRIEFING:
Scott Smith briefed the Commission on new sources of funding being received to combat invasive tunicates, and provided an update on the steps taken to-date.

No oral testimony on issues of concern was received during this portion of the meeting.

PUGET SOUND CRAB FISHERY -- BRIEFING:
Rich Childers and Lisa Veneroso briefed the Commission on Puget Sound crab biology, life history, and fishery management.
SPECIAL TRAPPING PERMITS -- BRIEFING:
Sean Carrell briefed the Commission on special trapping permits authorized under I-713, which restricted the use of body-gripping traps.
DAMAGE HUNTS -- BRIEFING:
Sean Carrell briefed the Commission on damage claims, amounts paid, and damage hunt success.
2005-2006 PUBLIC SAFETY COUGAR REMOVAL RESULTS -- BRIEFING:
Sean Carrell briefed the Commission on cougar complaint trends and cougar removals since 2000.
DISPOSAL OF WILDLIFE PARTS RULES -- RULE ACTION:
Sean Carrell briefed the Commission on proposed permanent rule amendments to WAC 232-12-071, Buying or selling game unlawful--Game-farmed meat exception, that would allow the sale of game farm deer/elk meat and eliminate cougars from prohibited sales. Department staff recommended continuation of these rules to the Commission's August 4-5, 2006, meeting in Mount Vernon.
One person provided oral testimony on the proposed rule amendments during the meeting.
Commissioner Roehl moved, seconded by Commissioner Perry, to continue action to the August 4-5, 2006, Commission meeting in Mount Vernon. The motion carried unanimously.
SUMMARY OF COMMISSION REQUESTS:
Commissioner Perry moved, seconded by Commissioner Shiosaki, to request the Department provide a briefing on the Pilot Grazing Program between WDFW, the Cattlemen's Association, and others at the December 8-9, 2006, Commission meeting Mount Vernon. The briefing is to include a progress report on the first year's experiences, problems encountered (if any), program progress, positive features, and planning for 2007. The motion carried unanimously.
MISCELLANEOUS AND MEETING DEBRIEF:
The Commission discussed items that arose immediately before or during the meeting and after the preliminary agenda was published.
OPEN PUBLIC INPUT:
One individual provided oral testimony on issues of concern during this portion of the meeting.
Chair Ozment adjourned the meeting at 1:45 p.m.
After adjournment, available Commissioners toured the Beebe Springs properties and several salmon recovery projects on the Entiat River. They attended a BBQ at the Chelan Hatchery at the conclusion of the tour.
