Chair Ozment called the meeting to order at 9:05 a.m.

APPROVAL OF MINUTES:
Commissioner Roehl moved, seconded by Commissioner Shiosaki, to approve the minutes of the following:

- April 7, 2005, Commission conference call;
- April 8-9, 2005, Commission meeting;
- April 12, 2005, Commission conference call;
- April 21, 2005, Commission conference call;
- May 5, 2005, Commission conference call;
- May 13, 2005, Commission meeting;
- May 14, 2005, Commission meeting; and
- June 2, 2005, Commission conference call.

The motion to approve the minutes carried unanimously.

COMMISSIONERS' DISCUSSION:
Commissioners discussed recent activities and items of general interest and provided status reports on Commission committees.

DIRECTOR'S REPORT:
Director Koenings reviewed significant Department issues and activities.

BUDGET UPDATE:
Jim Lux provided a status report on the Department's budget.

OPEN PUBLIC INPUT:
One individual provided oral testimony on issues of concern during this portion of the meeting.

W.I.L.D. PROJECT STATUS UPDATE -- BRIEFING:
Jim Lux briefed the Commission on the Washington Interactive Licensing Database (WILD) transition project, including the status of contract negotiations for a new vendor. The Commission may consider approving a new WILD system transaction fee at its August 5-6, 2005, meeting in Spokane.

SEA CUCUMBER LICENSE REDUCTION PROGRAM -- RULE ACTION:
Jim Lux presented proposed permanent amendments to WAC 220-95-110, Sea cucumber license reduction program, which would raise the maximum bid price for sea cucumber licenses upward from $8,000 to $12,000.

No oral testimony on the proposed amendments was received during the meeting.

Commissioner Shiosaki moved, seconded by Commissioner Gutzwiler, to adopt the permanent amendments to WAC 220-95-110, Sea cucumber license reduction program. The motion to adopt the amendments carried unanimously.

PROPOSED LAND TRANSACTIONS--DECISION:
Dan Budd presented numerous proposed land transactions for the Commission's consideration and approval.

Commissioner Roehl moved, seconded by Commissioner Shiosaki, to approve the following land transactions:

- Acquisition of the 657.5-acre Thomas and Snyder, dba Candi Enterprises, property in Asotin County for $246,000;
- Acquisition of the 1,047.01-acre C2S Farms, Inc., property in Asotin County for $525,000;
- Acquisition of the 156.33-acre William Boyce property in Okanogan County for $292,900;
- Acquisition of the 217.5-acre Happy Hill Northern Holdings, L.L.C. property in Okanogan County for $259,000;
- Acquisition of the 809.42-acre Citifor, Inc., property in Thurston County for $2,000,000;
- Acquisition of the 60-acre Pope Resources property in Kitsap County for $126,000;
- Acquisition of the Larry E. Williams property in Whatcom County for $2,000 per acre (size of property ranges from 8.15 acres to 15.15 acres; survey being re-done);
- Acquisition of the George and Sherry Jefferson property in Yakima County for $49,000;
- Acquisition of a conservation easement on the 124.58-acre Nature Conservancy-Morgan property in Thurston County for $815,000; and
- Approval of a Land-Use Agreement until June 30, 2003, with Mission Ridge Resort in Kittitas County with a minimum annual rent of $15,000.

The motion to approve the land transactions carried unanimously.

Dan Budd briefed the Commission on the status of the Burch Mountain Power Line easement across the Department's Swakane Wildlife Area in Chelan County. The Commission will consider taking action at its June 23, 2005, Commission conference call.

AQUATIC LANDS ENHANCEMENT ACCOUNT (ALEA) PROGRAM -- BRIEFING:
Cheryl McCartney and Denise Box briefed the Commission on the ALEA volunteer cooperative grant program, including future goals.

2005 DROUGHT RESPONSE COORDINATION -- BRIEFING:
Steve Keller briefed the Commission on the Governor's 2005 Drought Declaration and the Department's drought response planning and activities.

SPECIAL TRAPPING PERMITS -- BRIEFING:
Sean Carrell briefed the Commission on procedures established to implement the 2000 Initiative Measure 713 restricting the use of body-gripping traps.

DAMAGE PERMIT HUNTS -- BRIEFING:
Sean Carrell briefed the Commission on the damage claim process and explained the alternative measures the Department may utilize to control problem deer and elk.

HUNTER ACCESS AND DAMAGE PAYMENTS -- BRIEFING:
Dave Ware and Chuck Kohls briefed the Commission on proposed hunter access policies.

PUBLIC SAFETY COUGAR REMOVALS -- BRIEFING:
Sean Carrell and Donny Martorello briefed the Commission on public safety cougar removals and the implementation of Substitute Senate Bill 6118.

OPEN PUBLIC INPUT:
Seven individuals provided oral testimony on issues of concern during this portion of the meeting.

SATURDAY, JUNE 18:

Chair Ozment called the meeting back to order at 10:15 a.m.

The Commission immediately went into Executive Session pursuant to RCW 42.30.110 to discuss the compensation of a public employee or employees. The Executive Session was closed to the public. No action was taken during the Executive Session.

REGIONAL FISHERIES ENHANCEMENT GROUPS (RFEG) -- BRIEFING:
Dianne Ludwig, Heather Bartlett, Margaret Neuman (Mid-Columbia RFEG Executive Director), and Larry Zalaznik (RFEG Coalition President, Tri-State Steelheaders RFEG Board Chair) briefed the Commission on current statewide RFEG activities.

SUMMARY OF COMMISSION REQUESTS:
Commissioner Roehl moved, seconded by Commissioner Shiosaki, to request the Department provide an update at the Commission's October 7-8, 2005, meeting on both Wylie Slough and Leque Island estuarine habitat restoration projects, including: scope of proposals; timelines; funding applications/approvals; public involvement, including lead entity involvement and approval; and trade-offs involved (e.g., loss of hunting access vs. reduction of a limiting factor). The motion to request Department action carried unanimously.

Commissioner Chew moved, seconded by Commissioner Shiosaki, to request the Department assist the Commission in reviewing/updating the Puget Sound Crab Fishery Policy No. C-3609. Any policy should be reviewed routinely after five years for possible updates or changes based upon latest catch and other data as available. The briefing is to be at the Commission's January 2006 meeting. The motion carried unanimously.

Commissioner Wecker moved, seconded by Commissioner McBrayer, to request the Department provide a briefing at the Commission's December 2-3, 2005, meeting on the Spartina infestation, cooperative programs to eradicate it, and outlook for completion of eradication. The Department is also to provide a briefing on the invasive problem overall and the work of the Department in addressing the problem. The motion to request Department action carried unanimously.

MISCELLANEOUS AND MEETING DEBRIEF:
The Commission discussed items that arose immediately before or during the meeting and after the preliminary agenda was published.
