EXPANSION OF DIRECTOR AUTHORITY--NORTH OF FALCON PROCESS:
Evan Jacoby presented the Department's recommendation to expand the delegated authority of the Director concerning the 2000 PFMC/North of Falcon rule process to include adoption of housekeeping measures.
Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to expand the delegated authority of the Director concerning the 2000 PFMC/North of Falcon rule process to include adoption of housekeeping measures. The motion carried unanimously.
PROPOSED LAND TRANSACTIONS:
Dan Budd presented the Department's request for approval of numerous proposed land transactions.
As suggested by the Commission, Dan Budd will develop a map showing Department ownership along the Methow River.
Commissioner Tuck moved, seconded by Commissioner Heinicke, to approve:
- Acquisition of the fee simple estate of the 62-acre Sandine property in Okanogan County for $100,000;
- Acquisition of the fee simple estate of the 34.62-acre Hamburg property in Okanogan County for $320,000;
- Acquisition of a 5.49-acre conservation easement on the Daleske property in Kitsap County for $5,000;
- Acquisition of a 7.88-acre conservation easement on the Pichahchy property in Kitsap County for $6,000;
- Acquisition of the 39.06-acre Rassel property in Kitsap County for $140,000;
- Acquisition of the 5-acre Discovery Timber Company property in Jefferson County for $42,500;
- Acquisition of the 5+-acre Seton property in Jefferson County for $52,150; and
- A 20' x 230' temporary construction easement and a 10' x 230' permanent easement to Williams Communication, Inc. in Clark County for $381.
The motion carried unanimously.
REVISED PERMIT CONDITIONS FOR THE 2000 TRIAL PURSE
SEINE FISHERY FOR PACIFIC SARDINE:Phil Anderson presented the Department's request for approval of the revised permit conditions for the 2000 trial purse seine fishery for Pacific sardine, and delegation of authority to the Director to adopt regulations needed to manage this trial fishery.
Two individuals provided oral testimony on the proposal during the conference call.
Commissioner Cahill moved, seconded by Commissioner Tuck, to:
- Approve the revised permit conditions for the 2000 trial purse seine fishery for Pacific sardine;
- Provide the Director the discretion to roll-over unused quota between monthly periods and recover costs on a per-landing basis; and
- Delegate the rule-making authority to the Director for regulations needed to manage this trial fishery consistent with the revised permit conditions.
The motion carried unanimously.
RECENT ACTIVITIES:
The Commission and Deputy Director Peck discussed recent activities and items of interest.
Commissioners agreed not to add to the June 9-10 workshop agenda consideration of adoption of a resolution to withhold Commission support for the proposed Columbia River navigation channel deepening project. The subcommittee of Commissioners requested more time to research this issue before bringing it back to the Commission for consideration.
