CONFERENCE CALL May 17, 2001 - 9:00 a.m. Olympia, Washington ATTENDANCE: Commission Department Russ Cahill, Chair Jeff Koenings, Director Will Roehl, Vice Chair Larry Peck, Deputy Director Don Heinicke Evan Jacoby Lisa Pelly Phil Anderson Fred Sshiosaki Dave Ware Bob Tuck Van Van Gytenbeek Kelly White Public: None Commission Staff: Debbie Nelson PETITION TO AMEND HUNTING CONTEST RULES: Commissioner Roehl moved, seconded by Commissioner Shiosaki, to deny Lisa Wathne's Petition to Amend WAC 232-12-169, Hunting Contests. The motion to deny the Petition to Amend carried. (Commissioner Tuck was absent during discussion and vote on the motion.) CANADIAN SALMON LANDED INTO WASHINGTON WATERS: Phil Anderson briefed the Commission on current restrictions on the landing of Canadian-caught salmon into Washington ports and potential impacts of repealing the salmon landing limitations currently in place or making exceptions for certain areas. After discussion, the Commission and Director Koenings agreed that: - the Commission would not adopt an emergency rule at this time that would allow landings of sport-caught salmon taken from Canadian waters into closed Washington ports; - the Department should address a new "daily trip" fishery during the 2002 North of Falcon process; - the Department, during the 2002 North of Falcon process, should review the potential need to modify Washington landing requirements for bottomfish caught in Canada to ensure consistency with current conservation needs; - Director Koenings will set up a meeting with the Commissioners on the Commission's Fish Committee, Department staff, and Canadian officials to ensure consistent regulations in Washington and Canada boundary-area recreational fisheries and to encourage Canada to have better monitoring of actual catches; and - Phil Anderson will send a letter to, or hold a meeting with, interested sport groups in the Anacortes and Bellingham areas to inform them of the Department's rationale on the issue of landing sport-caught salmon taken in Canadian waters into closed Washington ports. Commissioner Roehl will provide the Department with the names of sport groups in the Anacortes and Bellingham areas that should be invited. APPROVAL OF MINUTES: Commissioner Roehl moved, seconded by Commissioner Shiosaki, to approve the Minutes of the May 3, 2001 Commission conference call. The motion to approve the Minutes carried unanimously. RECENT ACTIVITIES AND ITEMS OF INTEREST: Director Koenings discussed recent activities and items of interest. Commissioners would like to receive during the next scheduled conference call an update on the WILD system.
