Chair Gutzwiler called the Special Meeting to order at 10:04 a.m.

CAPITAL PROGRAM ACTION PLAN - UPDATE:
The Commission and Lenore Miller reviewed the work plan for improving the Capital Program element of the Department's Asset Management Program.

TRIBAL HUNTING - UPDATE:
Bruce Bjork and Nathan Pamplin provided a status report on meetings regarding tribal hunting issues.

PLANNING FOR FISHERIES MANAGEMENT ISSUES FORUM:
The Commission, Phil Anderson, and Pat Pattillo discussed potential/possible agenda items for a public meeting that would cover the North of Falcon/recreational fisheries management process.

STRATEGIC PLANNING SYSTEM DESIGN AND PRIORITY SETTING:
The Commission and Sue Patnude discussed priorities for the Department's Strategic Plan and performance measures process, and the status of obtaining Management Assistance Training through WAFWA.

PUBLIC SURVEY PROCESS:
Dr. Michael Manfredo (Colorado State University Human Dimensions Faculty), Dr. Tara Teal (Colorado State University Human Dimensions Facility), and Alia Dietsch (Colorado State University Graduate Research Assistant) shared their "lessons learned" on public survey questionnaire development and results, and introduced the process for the Department's upcoming survey.

SURVEY QUESTION DEVELOPMENT - WORK SESSION:
Commissioners, Department staff, and Colorado State University representatives discussed specific questions for the Department's public survey.

Chair Gutzwiler adjourned the Special Meeting at 6:35 p.m.
