APPROVAL OF MINUTES:
Commissioner Shosaki moved, seconded by Commissioner Perry, to approve the minutes of the following:
- September 22, 2006, Commission conference call; and
The motion carried unanimously.
- October 6-7, 2006, Commission meeting.
COMMISSIONERS' DISCUSSION:
Commissioners discussed recent activities and items of general interest
and provided status reports on Commission committees.
DIRECTOR'S REPORT:
Director Koenings reviewed significant Department issues and activities.
BUDGET UPDATE:
Ron McQueen provided a status report on the Department's budget.
OPEN PUBLIC INPUT:
Five individuals provided oral testimony on issues of concern during this portion of the meeting.
ANNOUNCEMENT OF VENUE CHANGE FOR LICENSE RECIPROCITY HEARING:
Morris Barker announced that the CR-102 mistakenly identified the November 3-4, 2006, Commission meeting as the public hearing meeting. Since the Director is the appropriate authority to determine by rule these license reciprocity issues, the public hearing will take place November 20, 2006, at 2:00 PM at the Department's Region 5 office (2108 Grand Boulevard, Vancouver).
No oral testimony was received during the meeting.
LANDOWNER HUNTING PERMITS - RULE BRIEFING:
Mick Cope briefed the Commission on proposed permanent rule amendments to WAC 232-28-295, Landowner hunting permits, to help address elk damage problems and provide hunter access to private lands. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.
One individual provided oral testimony on the proposed amendments during the meeting.
GAME FARM LICENSING PROVISIONS - RULE BRIEFING:
Mick Cope briefed the Commission on proposed permanent rule amendments to WAC 232-12-027, Game farm license provisions, that would integrate Department-licensed game farms into the overall avian influence monitoring program. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.
One individual provided oral testimony on the proposed amendments during the meeting.
2007, 2008, AND 2009 SPRING BLACK BEAR SEASONS AND REGULATIONS - RULE BRIEFING:
Donny Martorello briefed the Commission on proposed permanent rule amendments to WAC 232-28-286, 2007, 2008, and 2009 Spring black bear seasons and regulations, and repeal of WAC 232-28-275, 2003 Black bear special permit season and quotas, that would minimize damage to trees by reducing bear populations to a lower but sustainable level. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.

BIG GAME AND WILD TURKEY AUCTION, RAFFLE, AND SPECIAL INCENTIVE PERMITS - RULE BRIEFING:
Donny Martorello briefed the Commission on proposed permanent rule amendments to WAC 232-28-282, Big game and wild turkey auction, raffle, and special incentive permits, that would maximize revenue for species-specific management consistent with the long-term sustainability of wildlife populations. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.

DEER AND ELK AREA DESCRIPTIONS - RULE BRIEFING:
Jerry Nelson briefed the Commission on proposed permanent rule amendments to WAC 232-28-337, Deer and elk area descriptions, that would provide recreational opportunity for citizens, help reduce wildlife damage, and protect deer and elk from overharvest. The Commission will consider action at its December 8-9, 2006, meeting in December.

CATCH ACCOUNTABILITY AND COMPATIBILITY WITH FEDERAL RULES GOVERNING PACIFIC OCEAN FISHERIES - RULE BRIEFING:
Mike Cenci briefed the Commission on proposed permanent rule amendments that would provide regulatory intent to parallel federal rules and add clarity of rules for fishers and processors. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.
No oral testimony on the proposed amendments was received during the meeting.
Because of floor amendments presented by the Department and to allow stakeholder review of the floor amendments, Commissioner Roehl moved, seconded by Commissioner Chew, to continue public input to the Commission's December 8-9, 2006, meeting in Tumwater. The motion carried unanimously.
OVERVIEW AND HISTORY OF THE DEPARTMENT'S ENFORCEMENT PROGRAM - BRIEFING:
At the request of the Commission, Bruce Bjork presented an overview and history of the Department's Enforcement Program.
UPPER COLUMBIA RIVER FISHERY MANAGEMENT PLAN - BRIEFING:
Bill Tweit and Heather Bartlett briefed the Commission on the draft Upper Columbia "River Fishery Management Plan which demonstrates how the Department will meet recovery and conservation goals for fish and provide angling opportunities in the upper Columbia River.
SELECTIVE FISHERIES STATUS REPORT - BRIEFING:
Phil Anderson briefed the Commission on the proposal to advance the use of selective fishing for mass-marked hatchery chinook salmon in Puget Sound as a key component of a statewide recreational fishing plan beginning with the 2007-2008 seasons.
COMMERCIAL HARVEST PROHIBITION OF GREEN STURGEON - RULE BRIEFING:
Bob Gibbons briefed the Commission on proposed permanent rule amendments that would permanently prohibit the harvest of green sturgeon in Washington's commercial fisheries. The Commission will consider action at its December 8-9, 2006, meeting in Tumwater.
No oral testimony on the proposed amendments was received during the meeting.
STATEWIDE STURGEON ISSUES - BRIEFING:
John Whalen, Craig Burley, and Ron Warren briefed the Commission on the life history, distribution, management areas, population status, regulatory mechanisms, conservation, and future direction opportunities of sturgeon populations in the Columbia River, Grays Harbor, and Willapa Bay.
OPEN PUBLIC INPUT:
One individual provided oral testimony on issues of concern during this portion of the meeting.

CEDAR RIVER TROUT POPULATION STUDY - BRIEFING:
At the request of the Commission, Department staff briefed the Commission on the collaborative studies being conducted on the Cedar River, which include: a population estimate, creel survey, and predation study.
2007-2008 SPORTFISH RULE PROPOSALS - PUBLIC TESTIMONY:
Public testimony was taken on the 2007-2008 sport fishing rule proposals. The Commission will consider action on the rule proposals at its February 2-3, 2007, meeting in Tumwater. Department staff briefed the Commission at its October 6-7, 2006, meeting in Olympia. No further public testimony will be accepted after November 4, 2006.
One person provided oral testimony on the rule proposals at the meeting.

MISCELLANEOUS AND MEETING DEBRIEF:
Commissioner Wecker moved, seconded by Commissioner Roehl, to request the Department brief the Commission at its February 2-3, 2007, or March 9-10, 2007, meeting on the EDT method to evaluate the habitat's capacity to support salmon, including an explanation of the method and its relevance to determining escapement values. The motion carried unanimously.
Chair Ozment recessed the meeting at 10:43 a.m.

Available Commissioners and staff discussed Commission effectiveness. No actions or decisions were made, and no public input was accepted during this portion of the meeting.
