AMENDMENT TO STURGEON ANNUAL LIMIT:
Morris Barker presented a permanent amendment to WAC 220-56-282, Sturgeon-Areas, Seasons, Limits and Unlawful Acts. This amendment would change the statewide sport sturgeon annual limit from ten to five. (Note: Public input was accepted at the August 1-2, 2003, Commission meeting in Bellingham.)

Commissioner Shiosaki moved, seconded by Commissioner Cahill, to adopt the permanent amendment to WAC 220-56-282, Sturgeon-Areas, Seasons, Limits and Unlawful Acts, as proposed. The motion to adopt the permanent amendment carried unanimously.
(Commissioner Reynolds was absent during discussion and vote on the motion.)

RECENT ACTIVITIES:
Commissioners and Larry Peck discussed recent activities and items of interest.

PETITION TO AMEND WAC 232-12-004 AND WAC 232-12-064 - TRACY LLOYD:
Commissioner Cahill moved, seconded by Commissioner Tuck, to approve Tracy Lloyd's Petition to Amend WAC 232-12-004, Classification of Wildlife Birds, and WAC 232-12-064, Live Wildlife, and to consider possible changes to other related WACs during the process. The motion to approve the Petition to Amend carried unanimously.

2004 COMMISSION CONFERENCE CALLS:
After discussion, the Commission selected the first and third Thursday of each month for its 2004 conference calls, with the exception that the first conference call will be held January 8, 2004.

APPROVAL OF MINUTES:
Commissioner Reynolds moved, seconded by Commissioner Hunter, to approve the minutes of the:

- August 1-2, 2003, Commission meeting;
- September 4, 2003, Commission conference call;
- September 18, 2003, Commission conference call; and
- October 13, 2003, Legislative conference call.

The motion to approve the minutes carried unanimously.
