PETITION TO AMEND WAC 220-47-301 -- PURSE SEINE VESSEL OWNERS ASSOCIATION:
Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to accept the petition and instruct the Department to potentially amend WAC 220-47-301, Puget Sound--Lawful Gear--Purse Seine, regarding the purse seine minimum mesh. The motion to accept the petition and instruct the Department to potentially amend the amendment carried unanimously.
PROPOSED LAND TRANSACTIONS:
Commissioner Van Gytenbeek moved, seconded by Commissioner Tuck, to approve the following land transaction:
- Acquisition of the 240-acre Longview Fibre Company property in Chelan County for $937,000.
The motion to approve the land transaction carried unanimously.
2003 COMMISSION MEETINGS AND WORKSHOPS:
Commissioner Van Gytenbeek moved, seconded by Commissioner Ozment, to hold 2003 Commission conference calls the first and third Thursday of each month, and select the following dates and locations for its 2003 Commission meetings and workshops:
- January 17-18, 2003 workshop, Olympia;
- February 8-9, 2003 meeting, Longview/Kelso;
- March 14-15, 2003 workshop, Olympia;
- April 11-12, 2003 meeting, Moses Lake;
- June 6-7, 2003 workshop, Olympia;
- August 1-2, 2003 meeting, Bellingham;
- October 3-4, 2003 workshop, Olympia;
- November 21-22, 2003 workshop, Tri-Cities; and
- December 5-6, 2003 meeting, Port Townsend.The motion carried unanimously.
RETAIL LICENSE ENDORSEMENT:
Department staff presented:
- WAC 220-20-080, Sale Under a Direct Retail Endorsement;
- Permanent amendment to WAC 220-69-240, Duties of Commercial Purchasers; and
- Permanent amendment to WAC 220-69-241, Duties of Commercial Fisherman.These rules proposals will allow a direct retail sales endorsement to salmon and crab fishers, clarify the application process and reporting requirements, clarify when the production will be sold, and improve catch accounting procedures.
No oral testimony on the rules proposals was received during this portion of the conference call.
To allow more time for public input and meetings with industry, Commissioner Roehl moved, seconded by Commissioner Van Gytenbeek, to continue public input on and consideration of adoption of WAC 220-20-080, Sale Under a Direct Retail Endorsement; WAC 220-69-240, Duties of Commercial Purchasers and Receivers; and WAC 220-69-241, Duties of Commercial Fisherman, to the December 6-7, 2002 Commission meeting in Mount Vernon. The motion to continue public input and consideration of adoption carried unanimously.
LICENSE FEE STUDY REVENUE ALTERNATIVES -- BRIEFING:
Department staff briefed the Commission on alternative license fees. The Commission will consider approval of the license fee revenue alternatives at its October 24, 2002 conference call.
