Chair Pelly called the workshop to order at 1:08 p.m.

PROPOSED LAND ACQUISITIONS:

Dan Budd presented the Department's recommendation of approval of numerous land acquisitions.

Commissioner Cahill moved, seconded by Commissioner White, to approve the following land transactions:

  • Acquisition of the 38.8-acre Hercules Ranch Limited Partnership property at Sprague Lake in Adams County for $180,000
  • Acquisition of the 53.83-acre Dashiell property at Fortson Ponds in Snohomish County for $197,450.

The motion carried unanimously.

SSHIAP BRIEFING:

Randy McIntosh briefed the Commission on the Salmon and Steelhead Habitat Inventory and Assessment Project designed to provide quality information on fish populations and the habitats they depend on.

SALMON RECOVERY PLAN:

Deputy Director Peck briefed the Commission on the status of the Washington State Salmon Recovery Plan.

The Commission's Fish Committee was assigned the task of ensuring that the Wild Salmonid Policy and the Salmon Recovery Plan are integrated.

BUDGET UPDATE:

Deputy Director Peck and Jim Lux provided a status report on the Department's current biennial budget.

INFORMAL DISCUSSION:

Don Godard, Mike Conley, Dean Hagerty, William Judge, Vera Claussen, and Douglas Ancona from the Grant County PUD were present for an informal discussion with the Commission on a Habitat Conservation Plan. The PUD would like the Department to join with the PUD, the National Marine Fisheries Service, the Tribes, state agencies, and American Rivers to develop a plan for recovery of listed salmonids.

Commissioner White moved, seconded by Commissioner Roehl, to approve the Minutes of the following:

  • August 13, 1998 Commission conference call
  • August 21, 1998 Commission conference call.

The motion carried unanimously.

COMMISSION COMMITTEES:

Commissioner Cahill briefed the Commission on the progress made by the Finance and Operations Committee on development of a mission statement and annual goals and objectives for the Committee.

Chair Pelly announced that all Commission committees shall be prepared to present their mission statements and annual goals and objectives for Commission review at the next Commission meeting.

COMMISSION REQUESTS TO THE DEPARTMENT:

The Commission reviewed the Summary of Commission Requests to the Department, removed completed requests, and considered additional requests.

Commissioner Tuck moved, seconded by Commissioner White, to request that the Department draft a letter for the Chair's signature to Senators Gorton and Murray supporting FY99 funding for the Interior Columbia Basin Environmental Management Plan. The motion carried unanimously.

MISCELLANEOUS:

Commissioner Cahill moved, seconded by Commissioner Roehl, to appoint Larry Peck Acting Director, effective September 12, 1998 and until such time as a permanent Director is appointed, with a salary equivalent to that received by Bern Shanks. The motion carried unanimously.

Chair Pelly adjourned the workshop at 4:05 p.m.
