License/Permits for People with Disabilities

Q: How do I get a Permit/Card for Persons with Disabilities?

A: Applications and instructions are available on the WDFW website; by writing the WDFW Licensing Division at 600 Capitol Way N., Olympia, WA 98501-1091; by calling 360-902-2464; or by visiting a WDFW office near you.

Q: If I have a Washington State Disabled Parking permit or license plate, do I qualify for a Disabled Hunter Permit?

A: You may. The criteria to qualify for a Disabled Hunter Permit is found under WAC 232-12-828. The Disabled Hunter Permit is issued by WDFW. You must submit an application for the Disabled Hunter Permit to your Doctor to determine if you qualify. The Doctor signs the application and returns to WDFW Olympia Licensing Division for processing. The Disabled Hunter permit allows a hunter with a disability to shoot from a motor vehicle, snowmobile, or ATV as long as the engine is shutoff, non-moving, and off the maintained portion of a public highway. A licensed “Designated Hunter Companion” may shoot, track or retrieve animals for the hunter with a disability.

Q: What is a Designated Hunter Companion Card?

A: A Designated Hunter Companion Card is issued when a hunter with a disability, who has a Disabled Hunter Permit, purchases his/her license. This card is issued at no cost. The companion assisting the hunter with a disability, must have this card on his/her person while assisting the hunter with a disability in shooting, tracking or retrieving an animal. The hunting companion must be licensed if shooting for the hunter with a disability. The card is in the hunter with a disability’s name but must be in the possession of the hunting companion while in the field.

Q: If I am a Veteran with a disability, do I qualify for a Disabled Hunter Permit?

A: You may. Criteria is located in WAC 232-12-828. Submit the Disabled Hunter Permit application to your Doctor to determine your eligibility. If eligible, the Doctor must sign the application and return it to the WDFW Olympia Licensing Division for processing.

Q: Can I get a replacement if I lose my Disabled Hunter Permit (placard)?

A: Yes. To replace your Disabled Hunter Permit (placard), contact the WDFW Olympia Licensing Division for a replacement at no charge. (360) 902-2464.

Q: What do I do if I lose my license or tags?

A: You may obtain a duplicate license or tags at any authorized license dealer. You will be required to pay a duplicate fee per item.

Q: What determines if a person has a developmental disability?

A: WDFW does not make that determination. The Department of Social and Health Services certifies the condition based on the clinical definition found in RCW 71A.10.020(3).

Q: Do non-residents qualify for veterans reduced fees?

A: No. You must have established proof of residency for at least ninety (90) days prior to applying for a reduced fee.

Q: What is a Designated Harvester Card?

A: A Designated Harvester Card allows the licensed person with a disability to receive assistance from another licensed individual for fishing or harvesting shellfish. There is no reduced fee connected to the Designated Harvester Card.

Q: Do I need to renew the Hunter Companion Card or Designated Harvester Card each year?

A: No. The new WILD system issues these cards each year at the time of license purchase to those who already have a Disabled Hunter Permit or Designated Harvester card. These cards are permanent.
