West: Fish Passage Barrier and Diversion Screening Inventories
ERTA West staff
conduct state-wide inventories of fish passage barriers and unscreened
surface water diversions. Fish passage features evaluated include
culverts, fishways, tide gates, dams and other human-made, instream
structures. Gravity diversions and pumps are also inventoried. ERTA
West has completed comprehensive fish passage inventories at WDFW’s
Hatcheries and at Thurston County and Jefferson County road crossings.
ERTA West also inventoried parts of Kitsap, Skagit and Whatcom counties,
while conducting habitat assessment.
Presently, ERTA
West is inventorying Washington
State Department of Transportation (WSDOT) highways and WDFW
owned and managed lands for fish passage and screening features.
ERTA West supports other agencies, citizens and non-profit groups
in conducting fish passage inventories in their jurisdictional areas
and local watersheds by providing free training and technical
assistance.
The data are
entered into the WDFW Fish Passage and Diversion Screening Inventory
(FPDSI) Database. The FPDSI is the repository for data associated
with fish passage barrier and diversion screening inventories. It
is intended to provide a common framework for collection, storage,
retrieval, and dissemination of information pertaining to the location
and fish passage barrier status of culverts, dams, fishways, and
other human-made structures. The FPDSI includes data compiled from
several WDFW inventory efforts as well as data from a variety of
non-WDFW inventory efforts. The data are statewide in scope but
do not represent a comprehensive or complete inventory of fish passage
features. For example it is estimated the FPDSI currently contains
information on only 15 - 20% of the potential culvert crossings
existent within the state. To date, more than 18,000 culvert crossings
have been identified and assessed within Washington's waterways.
As inventory efforts continue these numbers will increase.
Data stored
in the FPDSI database is maintained for agency and public use. Data
from the FPDSI is incorporated into the Salmon
and Steelhead Habitat Inventory and Assessment Program (SSHIAP)
data layers and the Salmonscape
Internet map application. To request FPDSI data, or for more information,

In 1998, WDFW
published the Fish
Passage Barrier and Surface Water Diversion Screening Assessment
and Prioritization Manual. Last updated in August 2000, TAPPS
is currently updating the manual for 2006.
This manual
describes fish passage barrier, diversion screening and habitat
assessment protocols WDFW uses and recommends to other entities
for inventory efforts. The manual is intended to provide a consistent
methodology for fish passage barrier assessment and prioritization.
This method is the foundation for the data contained in the FPDSI
database.
WDFW/TAPPS uses
information collected during the inventories to identify opportunities
for fish passage, screening and habitat restoration. Once identified,
TAPPS staff further scope and prioritize projects, develop preliminary
designs and request funding for projects to be completed on WDFW
owned or managed land. ERTA biologists then work with WDFW Business
Services Program engineers, engineering aides and construction crews
to further develop and construct fish passage, screening and habitat
projects.
